1. Project Background:
On behalf of the Hargeisa Local Government and UN-HABITAT Somalia, UNON seeks proposals from qualified construction companies, for the purpose of the Construction of 350 Low Costs Housing Units at Ayaha IV Settlement in Hargeisa, Somaliland, in two (2) LOTS of respectively 176 (Lot-1) and 174 (Lot-2) houses. The works shall be carried out under the project ?Shelter and Settlement Construction at Ayaha IV (including shelter provision, settlement infrastructure and skills training for Returnees and Internally Displaced People) (Project Code C318), with financial support from the Government of Japan.
The project includes the construction of low cost housing, sanitary facilities and public infrastructure.
2. Scope of Works (SOW)
The Scope of Works under this RFP consists of the following construction components, which will be located within the Ayaha IV Settlement Area for Returnees, Urban Poor and IDPs in the Southern part of Hargeisa Town, Somaliland.
a) LOT 1: Construction of 176 low-cost housing units in the AYAHA IV Settlement, as indicated in the site plan (marked as Lot 1 scope); each housing unit measures 90m2 (10.0m x 9.0m), including two bedrooms, a kitchen, sanitary facilities, an internal open courtyard with a covered veranda, a built-in rain water harvesting water tank, and a small store or shop.
b) LOT 2: Construction of 174 low-cost housing units in the AYAHA IV Settlement, as indicated in the site plan (marked as Lot 2 scope); each housing unit measures 90m2 (10.0 x 9.0 m), including two bedrooms, a kitchen, sanitary facilities, an internal open courtyard with a covered veranda, a built-in rain water harvesting water tank, and a small store or shop.
Beneficiaries will make a contribution to the Project by providing a number of secondary construction components, as described in the tender document, specifications, and Bill of Quantities.
3. Minimum Requirements for participation in Tender
Companies who wish to participate in the tender exercise should take note that all bidders will be required to furnish the below information/ confirmation as part of their respective proposals:
a) Valid certificate of registration by the Ministry of Public Works and Housing in Somaliland;
b) Proof of Registration at the Hargeisa Municipal Authority and/or current operational Business License;
Interested bidders may submit proposals for either both Lots, or for one of the two indicated Lots. Lots 1 and 2 may be awarded to two different contractors, or to a single contractor, depending on the outcome of the bidding process (split award), at the discretion of the United Nations.
Bidders should note that the successful contractor may be required to furnish a financial guarantee (Performance Bond, Insurance Bond, Cash Bond, or other similar instrument) to the UN for performance against the resultant contract. Bidders should therefore take this into consideration.

A pre-tender meeting will be held on Wednesday 14 November 2012 at 9:00 am at the UN-HABITAT Hargeisa Office. The meeting will include familiarisation with the scope of works, explanation of the bidding requirements and tender process, and an opportunity to ask technical or contract-related questions. It will be followed by a joint site visit to the Project Area, which must be attended by all prospective Bidders.
Proposals shall be valid for a period of 120 days, and shall be delivered to the Public Tender Box at the UN-HABITAT Hargeisa Office, on or before Wednesday 28 November 2012 at 10:00 am. Proposals will be recorded in a public bid opening session on Wednesday 28 November 2012 at 10:15 am, in the presence of bidders who wish to attend (1 representative each). Late Bids may be rejected. Any form of canvassing shall lead to disqualification. The United Nations (UN) reserves the right to reject any or all Proposals.
Proposals must be submitted in the English language in ONE (1) COPY. Proposals must be delivered either by hand or by courier in two individually sealed envelopes, one marked ?Technical Proposal? and the other ?Financial Proposal?. All sealed envelopes must be stamped with the company seal once closed. Failure to comply with these instructions may result in rejection of the Proposal(s).
