UN-Habitat is interested in engaging the services of a GRADUATE ENGINEER
for support to WATER INFRASTRUCTURE CONSTRUCTION under the Hargeisa Urban Water Supply Upgrading Project. The initial contract would be for a period of six (6) months, starting on or around 16 April 2013, with possible extension based on project needs, available budget and performance. TERMS OF REFERENCE
1. Background
With financial support from the European Union, UN-Habitat and Hargeisa Water Agency (HWA) are currently starting with the implementation of the Hargeisa Urban Water Supply Upgrading Project (HUWSUP). The Project will involve the construction of major water infrastructure and civil works components to secure and improve the water supply situation for Hargeisa City.
2. Duties and responsibilities
Under the overall supervision of the UN-Habitat Chief Technical Advisor, the direct supervision of the Hargeisa-based Project Manager, and in close collaboration with Hargeisa Water Agency, the position of Graduate Engineer is open to all national engineers who have completed their University degree and are looking to start their career in Civil Engineering. The Graduate Engineer shall be based at the HUWSUP Project Office within the premised of the Hargeisa Water Agency.
The candidate will be afforded numerous on-the-job training and experience building opportunities in all aspects of civil engineering, from drafting of drawings, BOQs and specifications through to simple design tasks and site supervision. As the junior member of the team, the Graduate Engineer is expected to also undertake a number of administrative and logistical duties to support the Project team.
Amongst other activities perform the following specific tasks:
2.1 Support to Hargeisa Urban Water Supply Upgrading Project:
2.1.1 Support the Project team in achieving the overall objectives of the project;
2.1.2 Assist the engineering team with updates and amendments of design and construction drawings using AutoCAD;
2.1.3 Establish and maintain schedule of local construction rates based on market surveys;
2.1.4 Make regular visits to Ged Deeble, Biyo Kadar, Hora Haadley and other associated sites to collect data or supervise third parties such as soil investigations;
2.1.5 Provide support to calculations for design purposes including hydraulic and structural engineering;
2.1.6 Maintain efficient operational links between the HUWSUP office and UN-Habitat?s main office in Hargeisa to ensure smooth information flow and solid support framework for logistics and administration;
2.1.7 Ensure that the HUWSUP office runs smoothly by assisting in the maintenance and upgrading of IT, including internet service provision;
2.1.8 Carry out simple administrative, logistic and financial tasks in support of the UWSUP Project and its dedicated Project Office at HWA
2.1.9 Assist Hargeisa Water Office in their day to day business.
3. Qualifications, Knowledge and Skills:
3.1 A completed Degree in Civil Engineering - students who have not been awarded their degrees need not apply;
3.2 Additional experience in civil works construction, previous employment by international organizations and familiarity with the UN system are added advantages;
3.3 Familiarity with and good understanding of the social and political dynamics in Hargeisa. Good working relationship with key local stakeholders an added advantage;
3.4 Must have excellent spoken and written English and Somali;
3.5 Good communication and computer skills, including internet navigation and various MS Office applications (Word, Excel, and Power-point); knowledge of and ability to use specialized water engineering design software (AutoCAD) is an essential.
3.6 Strong interpersonal and organizational skills;
3.7 Ability to work under pressure, adapt quick to new circumstances, work long hours if required;
